The College’s new strategic plan came into effect on April 1, 2026. The creation of the new plan was led by College staff in collaboration with Board Directors and Committee members and was informed by system partners, midwives, and members of the public. We’re excited to share highlights of our new plan which moves us forward in areas of equity, reconciliation, engagement, collaboration, and in our regulatory duties set out in legislation.
The success of our 2021-2026 strategic plan led us to our ambitious new plan, which reinforces our commitment to public accountability and trust, as well as equity, inclusion, and reconciliation.
Our mission remains clear and rooted in the public interest; and our vision is to foster trust and confidence through regulatory excellence.
Strategic Priorities
The plan includes four strategic priorities, which reflect what we heard and learned from those we serve, providing a clear path for the College’s work:
- Strengthen Regulatory Integrity, Clarity, and Responsiveness
- Advance Access, Equity, and Reconciliation
- Collaboration and System Alignment
- Enhance Organizational Capacity
The past few years have taught us how important it is to be able to adapt to changing needs and environments that impact regulation and the provision of, and access to, safe and effective midwifery care. The strategic priorities support and reinforce each other to help ensure a strategic plan that is ambitious but also flexible. Under each strategic priority, the plan outlines a set of related desired outcomes.
Our Guiding Principles
Our work as a regulator is grounded in principles that reflect our responsibilities and our values. These principles guide how we work to evolve regulatory systems, engage key communities, and deliver our regulatory programming to meet our strategic objectives and uphold the public interest.
Public Accountability and Trust
People deserve to understand how regulatory decisions are made in the public interest. We interact with the public and registrants in ways that are respectful, compassionate, and accessible — clear communication and listening are the bridge to trust.
Equity, Inclusion, and Reconciliation
Public interest is rooted in equity, inclusion, reconciliation, and cultural humility. We continuously reflect on our practices; identify and remove systemic barriers; champion diverse knowledge systems and lived experiences; and ensure regulation contributes to trust, safety, and belonging.
Evidence-Informed Innovation and Evolution
Regulatory excellence relies on a commitment to continuous learning, evolution, and adaptation. We support safe and sustainable evolution in midwifery regulation and practice through evidence-informed, responsive, and proportionate risk-based regulation.
Meaningful Engagement and Strategic Collaboration
Guided by our mandate, we tap into collective knowledge to meet system needs. We engage strategically with the communities we serve and key system partners through dialogue, reflection, and collaboration.
The Process
Rooted in human-centered design, our strategic planning process started with listening deeply to the experiences, challenges, and aspirations of those who interact with midwifery care and regulation in Ontario. The Board considered what we heard and learned from the public, registrants, and system partners. We are grateful to all who participated through survey feedback and other meetings.
Next, the Board and staff considered our role as the regulator of the midwifery profession in Ontario, the current, and future, environment, risks and opportunities, as well as the College’s operational realities and needs.
This process led us to the Board’s February 2026 meeting, where Board Chair, Claire Ramlogan-Salanga, shared how this new strategic plan will enable the College to effectively and efficiently deliver on our mandate while supporting our long-term vision – ensuring regulation that is responsive to the current environment and needs. Board Directors voted unanimously to approve the new strategic plan.
