October 1 Requirements and Information About Renewal

The 2025 Renewal Period closed on October 1, 2025.

All midwives must renew their registration with the College by October 1 of each year.

October 1, 2025, is the deadline. 

By October 1, 2025, registrants are required to submit their:

  • Online registration renewal application and payment – all midwives
  • Professional Development Portfolio declaration of completion (within the registration renewal form) – only applies to midwives initially registered or re-registered between October 2, 2021 to October 1, 2022.  Click here to learn more.

What’s New for 2025?

  1. The Professional Development Portfolio declaration of completion is contained within the registration renewal form. Midwives initially registered or re-registered between October 2, 2021 to October 1, 2022 are due to submit their Professional Development Portfolio declaration of completion by October 1, 2025.
  2. Practising registrants will not be able to renew their registration with the College unless they have current NRP, CPR, and ES training as of October 1, 2025. Registrants without valid training as of October 1, 2025, will automatically incur a 15% late renewal penalty and be required to submit certificates for NRP, CPR, and ES.

2025 Requirements

The (1) registration renewal and (2) active practice reporting module buttons are accessible in the Registrant Portal.

(1)  Registration Renewal includes these required items to be submitted by all midwives:

  • Your renewal information
  • The continuing competencies declaration for practising midwives
  • The Blood Borne Viruses standard declaration
  • The Controlled Drugs and Substances Education Training or Course Requirement declaration – only applies to midwives who have not declared previously
  • Professional Development Portfolio declaration of completion – only applies to midwives initially registered or re-registered between October 2, 2021 to October 1, 2022
  • An invoice to pay your 2025 fees

(2)  Active Practice Reporting:

The Active Practice Declaration and/or Report only applies to midwives who are due to meet the active practice requirements and currently holding general class registration. Check your due date by accessing the Active Practice Reporting module button in the Registrant Portal.

Registration Renewal Requirements

Get Started

We suggest you begin the renewal process by gathering all of your information, including:

  • Practice location details, including dates (past and current)
  • Hospital/Birth Centre privilege details, including dates
  • Other registration details (whether you practise or have practised midwifery in another jurisdiction, or are registered in any other profession)
  • Any new education information
  • Details of time spent practising and on call within the past 12 months
  • A calculator
  • Information related to any findings, charges or proceedings
  • Visa or MasterCard

With this information gathered, most midwives will be able to complete the renewal process in 30-45 minutes.

Helpful Hints

  • Renew Early! We experience the greatest renewal volume in the final 14 days prior to the deadline. During this time, our ability to respond to questions or resolve issues may be delayed. To avoid last-minute complications that could prevent your renewal from being completed by the October 1 deadline, give yourself sufficient time to resolve potential problems.
  • Use the latest version of Firefox or Chrome for best functionality.
  • View the Registrant Portal in “full-screen” on your computer.
  • Use only the PREVIOUS or NEXT tab keys at the bottom of every screen to navigate through the screens.
  • Enter all required information for each section before moving on to the next section.
  • The Registrant Portal will save all information in each section, allowing you to log in and out and complete the renewal application at your convenience.
  • Inactive registration class midwives will only see the pages required to complete their renewal application.

Payment Methods and Options

The College accepts payment by Visa, MasterCard, or cheque/money order for full fees. Payment by instalment is by cheque/money order only, and both instalments, in the amounts and dates above, must be received by the College no later than October 1, 2025. If a payment plan is required, please see the section below entitled Payment Plan for details.

If you are paying by cheque/money order, please note the College is currently operating a hybrid office, and can only receive mail or courier deliveries that do not require a signature on arrival. It is the registrant’s responsibility to ensure that cheques include the correct information, payment amount, and are received by our office no later than October 1. Cheques that are incomplete, incorrect, or received after the deadline will be deemed unacceptable, and payment will not be processed. As a result, your registration will not be considered renewed, and you may potentially incur a 15% late renewal penalty.

Payment Plan

In extenuating circumstances, a midwife may request a payment plan from the College for registration renewal fees due on October 1, 2025. The deadline to submit a request for a payment plan to the College is September 1, 2025. Requests received after this date will not be considered.

Extenuating circumstances are defined as new and unforeseen conditions beyond one’s control that prevent payment of this year’s registration fee and justify a payment plan beyond the standard two-instalment option. A midwife applying for a payment plan will need to show that the circumstances of the application are recent, exceptional, and directly affects their ability to meet this year’s renewal requirements. It is for the applicant to demonstrate that exceptional circumstances exist.

Receipt for Payment

A receipt for payment is available through the left-hand menu in the Registrant Portal. Tax Receipts will be available in the Registrant Portal in early 2026.

Continuing Competency Requirements

All practising midwives are expected to have completed full training in neonatal resuscitation (NRP), cardiopulmonary resuscitation (CPR), and Emergency Skills (ES), including in-person components by October 1, 2025. Midwives without current training as of October 1, 2025, will not be permitted to renew their registration with the College until they can declare all training is current. Late renewals will incur a 15% penalty fee and the submission of NRP, CPR, and ES certificates of completion.

Declaration for Blood Borne Viruses Standard

Midwives are to declare that they are complying with the Blood Borne Viruses standard within the registration renewal form. A declaration of noncompliance will not impact a registrant’s ability to renew but the College may contact the registrant to obtain additional information to determine whether any regulatory action is required to address the failure to maintain this standard of the profession.  

What do midwives need to do to be in compliance?

To be in compliance:

  • A midwife must have been tested for HIV and HCV in the last three years (i.e., on or since October 1, 2022 for the 2025 renewal).
  • A midwife must have been tested for HBV in the past year (i.e., on or since October 1, 2024 for the 2025 renewal) unless they have proven immunity to HBV. Those with proven immunity do not require testing.

Declaration for Designated Drugs and Substances Regulation Requirements

If not declared previously, midwives are to declare that they understand and are in compliance with the requirements that must be met in order to prescribe (for the purpose of being administered in a public hospital) and administer by injection the controlled drugs or substances set out in Schedule 4 of the Designated Drugs and Substances Regulation.  A declaration of noncompliance will not impact a registrant’s ability to renew.

What do midwives need to do to be in compliance?

To be in compliance:

  • A midwife must have completed formal education and training as outlined in the Controlled Drugs and Substances Education and Training or Course Requirement policy, or
  • A midwife must have completed the free online course created by the College of Midwives of Ontario.

Unable to Satisfy the Requirements?

Registrants who do not satisfy the formal education and training requirement or do not complete the College’s free online course: The Safe Prescribing and Administration of Controlled Substances for Ontario Midwives, must either:

1. Refrain from prescribing or administering controlled drugs and substances, or

2. Administer controlled substances only on the order of a physician or nurse practitioner.

Practice Location(s) and Information

All midwives are required to certify that their current and past practice information on file with the College is complete and accurate to the best of their ability. As a reminder, the College’s by-laws require registrants to update the College within 14 days of the effective date of any change.

We encourage you to review your Public Register profile to identify gaps, corrections, or duplicate information. You can access the Practice Location tab in the Registrant Portal to make changes before entering the renewal form. Changes can also be made directly in the renewal application. 

If you cannot make a required correction to your practice information, send an email to registration@cmo.on.ca  and College staff will make the correction. Additional guidance respecting practice location and information can be found in Step 4 of the renewal guide. Information about other registrant reporting requirements is available in the Renewal Guide.

Renewal Confirmation

IMPORTANT: Only once you have reached the page labelled “Submitted” have you successfully submitted your online renewal application to the College.  Midwives are encouraged to save this individualized page for their records.

Annual Registration Card 

An updated annual registration card will be available through the Registrant Portal as soon as the College reviews and deems an application for registration renewal as complete. Notification will be sent to you by email when your renewal is marked complete.  If you require early access to your annual registration card, please submit your complete renewal to the College as early as possible.

Professional Development Portfolio

Starting in 2025, Professional Development Portfolio declarations of completion will be submitted to the College within the registration renewal form. Only midwives due to submit a declaration in 2025 will see this option within their individual registration renewal form. By submitting a completed registration renewal form to the College by October 1, a midwife has met the Professional Development Portfolio declaration requirement due in 2025.

Midwives registered between October 2, 2021 to October 1, 2022 are required to submit a Professional Development Portfolio declaration of completion to the College by October 1, 2025 within the registration renewal form. Reporting midwives are to declare that they have completed the requirements of their Professional Development Portfolio, which may include the Self-Assessment, Learning Plan, and Case Reviews.

At the time of declaration, midwives are not required to submit their Learning Plan, Case Review Record, and supporting documentation of completed learning activities. We recommend saving these materials in a location where they are easily accessible, in case you are randomly chosen for a review of your Professional Development Portfolio by the College. If you are selected, you will be notified by the College after October 1. More information on the audit process can be found here.

If you are not due to report this year, please keep working on your portfolio. You will be reporting either next year or the following year depending on your date of registration.

Active Practice Requirements

All midwives are expected to continue practising in accordance with the conditions on their certificates of registration, including working towards meeting the active practice requirements (APR), but not all midwives are required to report their birth numbers.  To review the active practice birth number requirements, click here.  

Only midwives who both hold general class registration and who are due to meet the Active Practice Requirements are required to submit a declaration and/or a report to the College by October 1, 2025. Check your due date and learn more about this requirement by accessing the Active Practice Reporting module button in the Registrant Portal. 

Inactive registrants are not required to report.  Due dates for inactive registrants will be adjusted or added upon their return to practice.  Supervised practice registrants are not subject to this requirement until they hold a general certificate of registration.

All other midwives should not submit any active practice reports/numbers to the College until they are due to meet the active practice requirements. 

Registration Class Changes and Resignation Requests

Class Change to Inactive/Non-practising

A class change request to inactive/non-practising may be submitted to the College within the renewal portal for an effective date between August 1 and November 1.  A separate class change form isn’t required.  The renewal invoice will be reduced automatically by submitting a renewal form. Effective class change dates cannot be backdated.

For a class change to inactive/non-practising with an effective date of November 2 or later, please submit a class change form. The class change form is accessible here.

Class Change to General

For a class change to general implemented prior to October 1, you may choose to wait to submit your renewal until your class is changed for the renewal system to reset to the general fees for the new registration year starting on October 1.  However, you must renew no later than October 1 to ensure your renewal submission isn’t late.

If you intend to change your registration class to general on or after October 1, please submit your registration renewal with payment independent of your class change request to ensure your renewal submission isn’t late.

Resignation Requests

Resignation requests can be submitted through the Registrant Portal or through the renewal application up to October 1.

If you have decided you no longer wish to continue as a Registered Midwife of the College for the new registration year beginning October 1, please enter the Registrant Portal and submit your resignation request with an effective date of no later than October 1. This will ensure you do not incur any registration renewal fees and penalty fees for the new registration year. Once a request is received, the College will confirm the resignation in writing once processed. Resignations cannot be backdated.

Registration renewal fees and penalty fees will apply for resignations received after October 1 without a paid and submitted renewal form.

Reminder When Your Information Changes

The College’s by-laws require registrants to update the College within 14 days of the effective date of any change.  Updating the College is quick and easy via the Registrant Portal for changes in practice location, hospital/birth centre privileging, and home contact information. 

For changes to a registrant’s legal name, a Name Change form, available on the College’s website, is required.

For changes to practice names, addresses, and contact information, or to have a new place of practice/EMCM added to a College’s drop-down in the Registrant Portal, please send an email to registration@cmo.on.ca with the information.
